诺福克州立大学是美国佛吉尼亚一所公立四年制的美国传统黑人大学（HBCU），是Thurgood Marshall奖学金基金和佛吉尼亚高等技术合作组织的一员。诺福克州立大学始建于1935年，经过美国学院委员会南部学院与学校协会权威认证通过提供本科、硕士研究生和博士研究学位。
学校设置六个学院，分别是：商学院、教育学院、文科学院、工程学，科学与技术学院、社会工作学院和一个研究生学院。开设的主要专业有：会计学、财政信息管理、管理、市场学、特殊教育、早教与初等教育、健康、体育与运动科学、联合医学、数学、生物学、护理学、化学、物理学、计算机科学、工程学、文科、英语和外国语、军事科学、音乐、政治科学、历史、心理学、社会学、各学科间研究、通信与新闻业等。
